Bill, thanks! Where were you during the music open thread at WAAGNFNP last weekend, though? Sure, the philosophy clips you found for Teh Valve were cool and all, but this one was right up your alley!
I was in Virginia, playing trumpet in honor of an aunt who died a week ago. She was a singer, had her own radio show when she was 11, and did some gigging at the national level before she decided to get married. Lawrence Welk offered her a gig, but she thought the accordian thing would never last.
The tsuma thinks this is a kid who appeared on a very popular Japanese comedian's variety show a little while back. The show is called Sanma-no Karakuri Terebi, and I'll bet a clip from it will show up on teh YouTubes eventually.

My condolences. Glad Weird Al Yankovich never got the accordion memo.
